University Principal

Degree in economic and business science and law from the Universidad Complutense de Madrid. PhD, also from the Universidad Complutense de Madrid.
Professor of Applied Economics (Political Economics and Government Finance) at the UNED since 14 May 1986.

Main areas of research: tax issues, funding for autonomous communities, social policies and distribution of income.

Twenty-two books published on his subjects of research, as well as around one hundred articles and chapters in books and other studies and reports.
Member of the editorial committees of eight scientific journals and assessor of these and other journals.

Research prizes: Extraordinary doctoral prize from the Universidad Complutense de Madrid, the Instituto de Estudios Fiscales and the Consejo Económico y Social.
Coordinator of the PhD programmes in Public Economics and Health Economics.
2001 Prize of the Social Board of the UNED for best educational material
Director of various postgraduate programmes in management of clinical units and management of not-for-profit organisations.

He was the vice-rector of the UNED and of the Universidad Internacional Menéndez Pelayo, technical secretary general of the Ministry of Education and Science and secretary general of the Instituto Cervantes. He is currently the rector of the UNED.
He is a member of the boards of trustees of the Fundación Comillas, the Biblioteca Nacional, the Instituto Cervantes, the Fundación Economistas sin Fronteras and the University Administration Board.
