University Principal

Born in 1960. Graduated in law from the Universidad Complutense de Madrid and gained a diploma in constitutional law and political science from the Centro de Estudios Constitucionales. He obtained the top grade in his primary degree from the Universidad Complutense. He holds a PhD in Law with extraordinary prize from the Universidad Autónoma de Madrid. He has lectured at the Universidad Complutense and at the Universidad Autónoma de Madrid. At the latter, he obtained a position as tenured lecturer in constitutional law in 1992 and was also the vice-dean for teaching staff. He was a lawyer in the Constitutional Court and is qualified as a professor in constitutional law.

 In 2001 he joined the Universidad de Navarra, where he is a professor. He has also held the positions of director of the department of constitutional law and vice-dean of the law school. He is also the director of school of parliamentary law, created by agreement between the Parliament of Navarra and the Universidad de Navarra. Since 2005 he has been the rector of the Universidad de Navarra.

Guest lecturer at the Universidad Externado de Colombia. He has given lectures and courses in Germany, Italy, Mexico, Colombia and at a number of universities and public and private institutions in Spain. He is a member of the la Asociación de Constitucionalistas Españoles, the Asociación de Letrados del Tribunal Constitucional and the Asociación Alexander von Humboldt España. He is a member of the editorial committee of several specialist journals.

In 2003 his book Asociación, Constitución, Ley won the Francisco Tomás y Valiente prize, awarded every two years by the Constitutional Court and the Centro de Estudios Políticos y Constitucionales. He was a fellow of the National Congress, the Ministry of Education and Science and the German Alexander von Humboldt Foundation, with whose support he has spent time in German universities.

He has published El conflicto entre órganos constitucionales (1992) and Asociación, Constitución, Ley (2003). He is the editor of La Reforma del Estado autonómico. Jornadas de Estudio sobre el Informe del Consejo de Estado (2007) and, with M. Aragon Reyes, of El Gobierno. Problemas constitucionales (2005), and has co-written four other books. He has published numerous works in collective books and national and foreign journals in his speciality.
