Born in Etayo (Navarre), 1942. Degree in Law and Diploma in Economics -Universidad de Deusto, 1966-. PhD in law — Universidad Complutense de Madrid, 1973-.

Contracted senior lecturer — Universidad de Deusto, 1967-68/1971-72; Assistant lecturer and tenured lecturer — Universidad de Valladolid (in the faculties in Donostia-San Sebastian and Valladolid), 1972-1976; Senior lecturer and professor -Universidad de Extremadura, 1976-77, Universidad Complutense de Madrid, 1977-78, Universidad del País Vasco, 1978-95, and Universidad Pública de Navarra since 1995-. Visiting scholar — Universities of Reno and Berkeley, 1985-86; Guest lecturer, Université de Paris XII, annually from 1993. William A. Douglass Distinguished Fellowship, Center for Basque Studies, 2005-2006.

Chairman of Eusko Ikaskuntza-Sociedad de Estudios Vascos, 1992-96. Editor of the Revista Internacional de Estudios Vascos (RIEV) from 1997 to 2005. Scientific director of the foundation for the study of historical and autonomic law of the Basque Country, from 2003.
Vice-rector of the Vizcaya Campus of the Universidad del País Vasco-Euskal Herriko Unibertsitatea (1979-80); Rector of the UPV/EHU (first term, 1981-84; second term, 1984-85).

Author of around fifty publications on historical/legal sources and institutions in the Basque Country, the crisis of local privileges (fueros), history of traditional Basque political thought, and on the past and present problems of the university institution, mainly in Vasconia.
He is a permanent member of the Real Sociedad Bascongada de los Amigos del País; the Société d'Histoire du Droit; the Association Française des Historiens des Idées Politiques. He is a member of the editorial committee of the History of Spanish Law Yearbook, editor of the journal Iura Vasconiae.

Other responsibilities: Senator for Gipuzkoa in the Constituent Legislature, 1977-78; Member of the Negotiating Commission of the Assembly of Basque Parliamentarians, 1977, and of the Drafting Body of the Statute of Gernika, 1978.
